The largest of the city centre shopping complexes in Dundee, the Wellgate Centre extends over a sloping site from the Wellgate Steps at the bottom of the Hilltown, to Panmure Street. The work of West Ferry-based James Parr architects and opened in 1977, it is clad in brown blockwork, glass and metal. The Centre incorporates Dundee Central Library, the 250-seater Steps Theatre (which once also served as an art-house cinema), offices and a 600-space multi-storey car park. Installed in 1978, the much-loved Nursery Rhyme Clock was designed by sculptor Charles Anderson (b. 1936) and Haward Horological Ltd.
